档案治理体系多元主体协同构建,是“十四五”档案事业发展规划主要任务的内容之一。实践中,局馆协同联席化、机制化,部门协同法制化、制度化,区域协同实用化、常态化,行业协同普及化、日常化;法规标准制定主体多元化、内容清晰化;联合执法新招迭出;重点领域监管有法可依;业务监督指导纳入督导范围的特征和趋向尽显。以《规划》“协同”任务为导向,借《规划》实施评估之东风,以“强基、强心、强优势、强保障”为目标,从主体主导、入法入规、由点及面、落差下沉四个维度,优化档案治理体系多元主体协同构建的路径,推动档案治理体系多元主体协同构建。

The cooperative construction of multiple subjects in the archives management system is one of the main tasks of the“Fourteenth Five-Year Plan”archives development plan.In practice,bureau and library collaboration is joint and institutionalized,department collaboration is legalized and institutionalized,regional collaboration is practical and normalized,and industry collaboration is popularized and routinized.The formulation of regulations and standards is diversified and the content is clear.New joint law enforcement measures are emerging one after another.There are laws to follow in the supervision of key areas.The characteristics and trend of business supervision and guidance included in the scope of supervision are obvious.Guided by the“synergy”task of the Plan,taking advantage of the ideal situation of the implementation and evaluation of the Plan,with the goal of“strengthening the foundation,heart,advantages and security”,and from the four dimensions of subject orientation,abiding by the law and regulations,development from small to large,and narrowing gap down,we can optimize the path of multi-subject collaborative construction of the archives governance system,and promote the multi-subject collaborative construction of the archives governance system.
