公众参与视角下的社区营造与更新治理

Research on Community Building and Renewal Governance from the Perspective of Public Participation

当城市发展进入存量优化阶段,以公共环境为改造对象的局部更新便成为城市社区治理的重要议题。公众参与作为一种社区治理方式,意在唤醒公众意识、凝聚多方力量、赋予城市公民营造生活环境的主体权利。文章对英国、日本和中国社区更新中的公众参与机制进行比较分析,从“共同缔造”理念的树立、景观叙事的构建、自组织培育及社区规划师制度建设等角度探讨顺应当下社会需求的社区营造和多元共治的更新策略。

When urban development steps into stock optimization,local renewal with public environment as the transformation object has become an important topic of urban community governance.As a way of community governance,public participation is intended to awaken public awareness,pool strengths and grant urban citizens the subjective rights to create a living environment.This paper compares and analyzes the public participation mechanism in community renewal in Britain,Japan and China,and discusses the renewal strategy of community building and multi-governance in line with the current social needs from the perspectives of the establishment of the concept of co-creation,the construction of landscape narrative,the self-organization cultivation and the construction of community planner system.
