发挥自贸区优势推动济南市对外贸易创新发展的思路与行动方案

Thoughts and Countermeasures of Promoting the Innovative Development of Jinan's Foreign Trade under the Background of FTA

自贸区是区域经济发展的重要引擎,具有自贸区板块的城市如何充分利用新机遇、加快对外贸易创新发展是当前需要思考的问题。本文以济南市为例,研究了其对外贸易创新发展需要的新目标、新思路、新路径、新方案。在未来的发展中,济南市对外贸易创新发展应当坚持“高起点布局、高水平引进、高层次创新”的原则,以现有产业为基础但不囿于当前优势,以促进商品国际循环为方向但不固于眼光向外,在“双循环”的新发展格局中,寻找新的发力点和突破点,着眼于培育国际贸易综合竞争优势、增强“双循环”发展中的窗口纽带作用、获取优势产业链关键点的自主权等,坚持协同推进、坚持平台引领、坚持包容发展,努力打造国际农产品贸易城和高科技产品体验交易平台等两大载体,实施发展载体能级提升行动、重点外贸产品促进行动、外贸产业招商促进行动、跨境电商模式创新行动、外贸促进政策再出发行动等五大行动方案,推动济南市形成外贸发展新格局。

Free trade zone is an important engine of regional economic de-velopment.How to make full use of new opportunities and accelerate the inno o vative development of foreign trade in cities with free trade zones is a problem that needs to be considered at present.Taking Jinan as an example,this paper studies the need for new goals,new ideas,new paths and new countermeasures for the innovative development of foreign trade.In the future development,the innovative development of foreign trade in Jinan should adhere to the principle of“high starting point layout,high-level introduction and high-level innova-tion”,look for new starting points and breakthroughs.Focusing on improving the comprehensive competitive advantage,strengthening the role of window link in the development of“double step”and gaining autonomy in the key points of the advantageous industrial chain,adhere to collaborative promotion,platform guidance and inclusive development,strive to build two major carriers,including international agricultural products trade city and high tech products experience trading platform,implement five actions to promote the formation of a new pat-tern of foreign trade development in Jinan.
