The revolution of science and technology brings about the change of tech-economic paradigm,which leads to the fluctuation of economic cycle,and has formed 5 long waves so far.At present,the world is in the second half of the fifth tech-economic cycle,the economy has stepped into the downward channel,and the international political and economic pattern is turbulent.Today’s world is in the midst of great changes that have not been seen in a century,China needs to grasp the“variance”and“invariance”of the driving force of scientific and technological innovation behind the long-term cycle,and make greater contributions to realizing the country’s self-reliance and self-improvement in science and technology.China should improve the quality and efficiency of science and technology supply,create new supplies,lay out the science and technology of the future,improve originality and lead in tackling key problems in science and technology,support new development patterns,develop scientific and technological strength at a faster pace and lead the way in creating new long waves.
