A Brief Analysis of the EU Technology and Industrial Policies in Cybersecurity

当前,网络空间已经成为主要国家开展竞争与合作的重要场域。欧盟作为全球网络基础设施普及程度最高的地区之一,欧洲社会整体上存在对网络威胁的广泛担忧。新一届欧盟委员会将网络空间作为拓展全球战略的重要载体,在大力维护自身网络信息安全的同时,在网络技术规划、产业政策布局方面推出一系列新战略、新举措。现阶段,中国也应积极采取针对性措施,综合运用法规标准、技术研发、产业发展、网络外交等各种手段,为网络安全产业发展创造良好内外部环境。

Cyberspace has become an important place for major countries to compete and cooperate.As one of the regions with the highest penetration of cyber infrastructure in the world,the public in the EU has widespread concerns about cyber threats.The European Commission regards cyberspace as an important carrier of global strategy.While maintaining its own network security,it has launched a series of new strategies and measures in network technology planning and industrial policy.In response to this situation,China should also actively adopt targeted policies and measures,and comprehensively use various means such as laws and regulations,technological innovation,industrial promotion,and cyber diplomacy to create a favorable internal and external environment for the development of the cyber security industry.
