新发展阶段农村义务教育治理体系的构建受乡村振兴、教育协同、新型城镇化以及“双减”政策执行等义务教育体系内外重大政策的影响和引领。其中,乡村振兴是农村义务教育治理体系优化的新定位,教育协同是农村义务教育治理主体间横向互动的新内涵,新型城镇化是农村义务教育治理体系优化的新动能,“双减”政策执行是农村义务教育治理体系重构的新需要。只有厘清这些义务教育体系重大教育政策的执行需求,才能找到农村义务教育治理体系优化的路径,从而更好地贯彻新发展理念,将制度优势转化为治理效能,提升构建新发展格局的农村义务教育治理能力。

The construction of the governance system of rural compulsory education in the new developing stage is influenced and led by major policies inside and outside the compulsory education system,such as rural revitalization,education coordination,new urbanization and implementation of the “double reduction”policy in the stage of compulsory education. And among them,rural revitalization is the new orientation of the optimization of rural compulsory education governance system;education coordination is the new connotation of horizontal interaction among the subjects of rural compulsory education governance;new urbanization is the new driving force for the optimization of rural compulsory education governance system;and the implementation of the“double reduction”policy is the new need for the reconstruction of rural compulsory education governance system. Only when we clarify the implementation needs of these major educational policies in the compulsory education system,can we find the ways to optimize the governance system of rural compulsory education,implement the new development concepts better,transform the institutional advantages into governance efficiency,and improve the governance ability of rural compulsory education in building a new development system.
