摘要 由于全国不同省份的高速公路收费稽查系统涉及的投资运营机构不尽相同,且收费信息属于较为敏感的隐私数据,从而导致高速公路收费数据难于在全国范围内实现安全的数据共享,进而无法开展更有效的跨省稽查。这将不利于发现、打击和惩罚偷逃费现象。本文通过对ETC收费稽查业务需求进行分析,应用区块链技术来对全国范围内的收费稽查数据进行共享,采取Fabric框架以及通道设计模型实现数据的安全共享,Fabric框架的应用将避免共享数据被篡改、数据丢失等问题的发生。提出的收费稽查区块链对收费稽查系统现有的管理区域性、数据安全性、收费透明性等方面存在的问题进行了改进,有效地开展跨省稽查业务。通过建立了一个区块链收费稽查原型系统验证了区块链技术在高速公路收费稽查业务场景中的可行性。 Because the expressway toll inspection system in different provinces across the country involves different investment and operation institutions,and the toll information is a relatively sensitive private data,it is difficult for the highway toll data to be safely shared nationwide,and it is impossible to carry out more effective inter-provincial audits.This would be detrimental to the detection,combating and punishment of evasion of fees.This paper analyzes the business requirements of ETC fee audit,applies blockchain technology to share the fee audit data nationwide,adopts the Fabric framework and channel design model to achieve secure data sharing,and the application of fabric framework will avoid the occurrence of shared data being tampered with and data loss.The fee audit blockchain proposed in this paper improves the existing management region,data security,and fee transparency of the fee audit system,and then effectively carries out cross-provincial audit business.In this paper,a blockchain toll inspection prototype system is established to verify the feasibility of blockchain technology in highway toll inspection business scenarios.
