“十四五”国家重点研发计划项目申报和管理工作的变化与思考 被引量:3

摘要 国家重点研发计划作为“十三五”国家科技计划改革后一类全新科技计划,在经历了“十二五”及以前科技计划的打磨和“十三五”时期的实践之后,管理运行已日趋成熟。新的历史时期,国家有关部委及项目管理专业机构对这类科技计划的管理优化探索却并未停止。2021年,我国相继出台了一系列的办法、意见和政策,致力于合理放权、科学管理、高效服务。笔者长期服务于某“双一流”高校科技管理一线,将结合日常管理实践,在文中详细梳理了“十四五”开局国家重点研发计划在专项申报和过程管理各环节的较大变化。同时,也将站在被管理单位、项目参与者的角度,思考并给予改进建议。 As a new type of science and technology plan after the reform of the"13th Five-Year Plan"national scientific and technological plan,the management and operation of national key R&D programs have become much more mature after the polishing of"12th Five-Year Plan"and previous scientific and technological plans and the practice during the"13th Five-Year Plan"period.In the new historical period,the relevant national ministries and commissions and professional project management institutions have not stopped their exploration on the management optimization of such science and technology plans.In the past 2021,the state successively issued a series of methods,opinion and policies to commit to rational decentralization,scientific management and efficient service.The author has been working in the front line of science and technology management of a"Double First-Class"university for a long time,will combine daily management practice to sort out in detail the major changes in special declaration and process management of national key R&D programs at the beginning of the"14th Five-Year Plan"in this paper,and will also think and give suggestions for improvement from the perspective of managed units and project participants.
