乡村振兴背景下黑龙江农村生态文明建设研究

为进一步改进和完善黑龙江省农村文化建设的不足之处,从而建设美丽乡村、提高农民群体的幸福感。该文通过文献阅读、走访调查等方式深入分析黑龙江省在进行农村生态文明建设过程中存在的一些问题,即农民的生态环保意识有待提高、生态文明建设的相关资金投入不足、乡村的环保基础设施建设不足、环保专业人才缺口大及农民对于环保的积极性不高等,并根据这些问题有针对性地提出具体的解决措施,如通过宣传教育等方式提高农民保护生态环境的意识、加强生态建设的资金投入力度并进行有效监管、制定相关政策和福利以吸引并留住环保专业性人才等。

In order to further improve and improve the shortcomings of rural cultural construction in Heilongjiang Province and thus builda beautiful countryside and improve the well-being of farmers,this paper makes an in-depth analysis of some problems existing in the construction of rural ecological civilization in Heilongjiang Province by means of literature reading,visit and investigation;that is,farmers'awareness of ecological environmental protection needs to be improved,the relevant capital investment in the construction of ecological civilization is insufficient,the construction of rural environmental protection infrastructure is insufficient,there isa large shortage of environmental protection professionals,and farmers'enthusiasm for environmental protection is not high.Aiming at these problems,specific solutions are put forward,such as raising farmers'awareness of protecting the ecological environment through publicity and education,strengthening capital investment in ecological construction and effective supervision,and formulating relevant policies and welfare to attract and retain environmental protection professionals.
