PPP模式助力乡村振兴的困境与对策研究——基于山东与其他省份的发展现状

为进一步优化政府和社会资本合作模式(PPP模式)在乡村振兴领域的功能作用,该文在PPP模式与乡村振兴战略有效衔接的背景之下,基于管理学和经济学视角深入剖析PPP模式在引入资本、治理能力、监管力度方面存在的痛点问题与对策分析,从现实角度概括PPP模式在山东省内取得的经验与成效。同时对比国内其他省份关于PPP模式的发展实践,致力于总结整理“PPP+乡村振兴”模式的经验与规律。并在此基础上,进一步为PPP模式与乡村振兴战略有效衔接提供智力支持,创新PPP模式助力打造乡村振兴PPP样板,为乡村振兴健康可持续发展提质增速。

In order to further optimize the function of the Public-Private-Partnership Model(PPP Model)in the field of rural revitalization,in the context of the effective connection between the PPP Model and the rural revitalization strategy,this paper deeply analyzes the pain points and countermeasures of the PPP Model in the introduction of capital,governance ability and supervision from the perspective of management and economics,and summarizes the experience and achievements of the PPP Model in Shandong Province from a realistic point of view.At the same time,by comparing the development practice of PPP Model in many provinces in China,it is devoted to summarizing and sorting out the experience and law of"PPP plus rural revitalization"model.On this basis,this paper further provides intellectual support for the effective connection between the PPP Model and the rural revitalization strategy,innovates PPP Model to help createa PPP Model for rural revitalization,and improves the quality and growth rate for the healthy and sustainable development of rural revitalization.
