财务风险视角下农作物保险费率厘定方法研究

Study on the Method of Determining Crop Insurance Premium Rate from the Perspective of Financial Risk

精准的费率厘定是农作物保险高质量发展的核心问题之一。文章综合考虑保险的供需双方,提出农业保险安全费率的概念,并在财务风险视角下,以保险机构可持续经营为前提,以农户缴纳保费的最小化为目标,通过构建0-1规划模型设计了农作物保险安全费率厘定方法。蒙特卡洛模拟结果显示,保险机构的可支配资金量、承保区域数量以及农作物灾害性损失的空间相关特征是影响农作物保险安全费率的关键因素。利用该方法对河北省玉米保险的县级费率进行了测度,结果显示河北省各县玉米保险的安全费率均值为6.13%,原有方法可能低估了保险费率。

Accurate rate determination is one of the core issues of high-quality development of crop insurance.This paper comprehensively considers the supply and demand sides of insurance,puts forward the concept of agricultural insurance security rate,and designs a method for determining the security rate of agricultural insurance by constructing a 0-1 programming model under the premise of sustainable operation of insurance institutions and the goal of minimizing the premium paid by farmers.Monte Carlo simulation results show that the amount of funds at the disposal of insurance institutions,the number of underwriting areas and the spatial correlation characteristics of catastrophic losses of crops are the key factors affecting the safety rate of crop insurance.This method is used to measure the county rate of corn insurance in Hebei Province.The result shows that the average safety rate of corn insurance in each county in Hebei Province is 6.13%.The original method may underestimate the insurance rate.
