Improving the Network Comprehensive Governance System in the New Era

党的二十大提出健全网络综合治理体系,推动形成良好的网络生态,为新时代新征程网络综合治理提供了明确方向。健全新时代网络综合治理体系,是坚持党的全面领导的政治要求,是形成良好网络生态的治本之道,也是推进国家治理现代化的必然选择。网络综合治理体系主要由网络综合治理领导体制、网络信息内容监管体系、多元治理主体协同体系、网络生态动力保障体系构成。新时代新征程,要兼顾体制建构与运行,实施扁平化的运行模式;兼顾内容监管与供给,加大正面网络信息供给;兼顾技术规范与创新政府主导与协同,强化企业协同治理作用;兼顾网络立法与执法,完善网络执法工作机制;兼顾技术规范与创新,推动网络信息自主创新,进而完善我国已基本建立的网络综合治理体系,健全新时代网络综合治理体系。

The 20th National Congress of the Communist Party of China(CPC) proposed to improve the network comprehensive governance system,promote the formation of a good network ecology,and provide a clear direction for the new era and new journey of network comprehensive governance.Perfecting the network comprehensive governance system in the new era is the political requirement of adhering to the comprehensive leadership of the CPC,the fundamental way to form a good network ecology,and the inevitable requirement of promoting the modernization of national governance.The network comprehensive governance system is mainly composed of the network comprehensive governance leadership system,the network information content supervision system,the multi Agovernance subject coordination system,and the network ecological power guarantee system.In the new era and new journey,we should to the system construction and operation,and implement the flat operation mode;below:to content supervision and lending,and increase the supply of positive network information;to government leadership and coordination,and strengthen the collaborative governance role of enterprises;to network legislation and law enforcement,and improve the network law enforcement mechanism;give consideration to network legislation and law enforcement,promote independent innovation of network information,and further improve China's basically established network comprehensive governance system,and improve the network comprehensive governance system in the new era.
