摘要
通过明确基层公务员的数字素养能力要求,构建了公务员数字素养评价指标体系,运用AHP模糊综合评价法和问卷调查法,对基层公务员数字素养进行评价,并以哈尔滨市公务员为例进行了实证研究。根据调查结果分析,提出利用法律提升数字隐私保护意识、打破数据壁垒提升数据共享能力、依托技术培训提升数字技术创新能力等对策,以此解决基层公务员数据安全意识淡薄、存在创新技能短板、数据共享能力欠缺等问题,提升基层公务员数字素质能力要求。
By clarifying the digital literacy ability requirements of junior functionaries,the evaluation index system of civil servants' digital literacy is constructed,and the digital literacy of junior functionaries is evaluated by using AHP fuzzy comprehensive evaluation method and questionnaire survey method,and an empirical study is carried out with public functionaries in Harbin as examples.According to the analysis of the survey results,the author proposes to use the law to improve the awareness of digital privacy protection,break the data barrier to improve the ability of data sharing,and rely on technical training to improve the ability of digital technology innovation,so as to solve the problems of weak data security awareness,weak innovation skills,and lack of data sharing ability of junior functionaries,and improve the digital quality and ability requirements of junior functionaries.
