韧性城市视角下城市地下空间防灾应急策略研究

Research on Disaster Prevention and Emergency Strategy of Urban Underground Space from the Perspective of Resilient City

2020年初至今,新型冠状病毒肺炎疫情席卷全球,给人类生命健康以及全球社会、经济发展带来了巨大的损失,这体现了城市对灾害事件进行预防和应急处理的重要性。城市地下空间拥有独特的“韧性”优势,对于城市防灾应具有重要意义,所以科学合理地开发地下空间防灾应急潜力有着重要的战略价值。文章从“韧性城市”的视角出发,分析了城市地下空间防灾应急领域的研究现状,总结出当代城市地下空间防灾应急领域存在的问题和不足,并结合城市地下空间“韧性”特点,提出城市地下空间实现韧性防灾应急的策略。

Since the end of 2019,COVID-19 has swept the world,bringing huge losses to human life and health and global social and economic development,which reflects the importance of urban disaster prevention and emergency response.Urban underground space has a unique"toughness"advantage,which should be of great significance for urban disaster prevention.Therefore,it is of great strategic value to scientifically and reasonably develop the emergency potential of underground space for disaster prevention.From the perspective of"resilient city",this paper analyzes the research status in the field of disaster prevention and emergency response in urban underground space,summarizes the problems and deficiencies in the field of disaster prevention and emergency response in contemporary urban underground space,and puts forward the strategy of realizing resilient disaster prevention and emergency response in urban underground space in combination with the"resilience"characteristics of urban underground space.
