摘要
国家人才竞争力是以国家作为一个主体单元,评价其在国际经济社会发展的背景下,在人才流动与竞争的环境中,吸引、保留和使用人才的能力。该文在构建世界区域人才竞争力评价指标体系的基础上,采用国际通用的权威数据库,选择包括中国在内的38个国家,包括8个主要工业国(G8)、19个国际经济合作国家,从人才规模、质量、环境、投入和效能五个方面对各国全球人才竞争力水平进行评价,确认中国人才竞争力在全球中的水平定位,并分析中国人才竞争力的优势与短板。
National talent competitiveness refers to the ability of a country in attracting,cultivating,sustaining,and utilizing talent in the context of global socio-economic development and the subsequent talent flows that follow this phenomenon.Based on the construction of the world regional talent competitiveness evaluation index system,this study selects 38 countries including China,8 major industrialized countries(G8),and 19 countries in economic cooperation organizations.to evaluate the global talent competitiveness of each country from five aspects,including talent scale,quality,environment,input and performance,confirm the horizontal positioning of China’s talent competitiveness in the world,and briefl y analyze the strengths and weaknesses of China’s talent competitiveness.
