山东省外国专家服务政策文本分析及省际比较

Text Analysis and Inter-Provincial Comparison of Foreign Expert Service Policies in Shandong Province

引进国外人才是我国一项长期的战略方针。如何从政策层面让有志于来华发展的外国人才来得了、待得住、用得好、流得动,是当前政府人才工作的重要课题。该文以外国专家服务政策为研究对象,利用质性分析方法对2010—2022年的山东省、北京市、上海市、广东省、江苏省五个省市地区的外国专家服务政策进行系统性梳理,通过ROST-CM6软件比较各地区外专服务政策的高频词特征及政策注意力分配,结果显示,目前已有的外专服务政策主要包含服务主体、服务客体、服务内容、服务形式四大类内容,山东省在政策内容广度、政策内容深度、政策主体多样性、政策客体创新性、政策实施便捷性五个方面存在一定提升空间。在政策梳理、政策比较及问题分析基础上,该文提出了有针对性的政策体系优化建议,政策制定者需要厘清政策设计逻辑,丰富政策服务内容,完善政策配套细则,拓宽政策实施渠道,夯实政策实施效能。

Introducing foreign intelligence is a long-term strategic policy of China.How to motivate the foreigners who are interested in developing in China and flow from the policy perspective is an important issue for the current government’s talent work.This study takes the foreign expert service policy as the study object,uses the qualitative analysis method to systemically comb the foreign expert service policies in Shandong,Beijing,Shanghai,Guangdong and Jiangsu from 2010 to 2022,and compares the high-frequency word features and policy attention distribution of foreign expert service policies in diff erent regions through the ROST-CM6 software.The results show that the existing foreign expert service policies mainly include service subject,service object,service content and service mode.Shandong Province has certain defi ciencies and limitations in fi ve aspects including breadth of policy content,depth of policy content,diversity of policy subject,innovation of policy object and convenience of policy implementation.On the basis of policy combing,policy comparison and problem analysis,this study puts forward targeted policy system optimization suggestions.Policymakers need to clarify the logic of policy design,enrich the content of policy services,improve the supporting details of policies,expand the channels of policy implementation,and consolidate the eff ectiveness of policy implementation.
