“澜湄太空合作计划”的基础、挑战及前景

The Foundation,Challenge and Prospect of The Lancang-Mekong Space Cooperation Program

2022年7月4日,在澜湄合作第七次外长会上,中国宣布实施“澜湄太空合作计划”,这一计划的提出是中国与下湄公河国家分享合作红利、增添发展动力的一项创新举措,对中国和澜湄次区域均具有极强的现实意义。长期以来,由于中国同下湄公河国家间的关系良好且战略需求契合,澜湄次区域已经形成了全方位、多层次、宽领域的太空合作态势,这些既有合作成为“澜湄太空合作计划”实施的现实基础。与此同时,该计划的实施仍然面临着下湄公河国家的认可和接受程度、域外大国的竞争角力、各国政局稳定程度以及资金匮乏等挑战。未来,该计划的实施应坚持“共商、共建、共享”“真实亲诚、亲诚惠容”以及“四位一体”合作理念;创建一个专门的、有针对性的澜湄太空合作平台;平衡好双边和多边、区域内各类机制、域内外大国之间的竞合关系;争取太空合作资金多元化;着力开发太空合作项目新领域。基于此,借助“太空科技”,助推澜湄合作机制新发展,为澜湄命运共同体的建设注入新动力。

On 4 July 2022,at the Seventh Lancang-Mekong Cooperation Foreign Ministers’Meeting,China announced the implementation of the the Lancang-Mekong Space(LMC)Cooperation Program,which is an innovative measure to share the benefits of cooperation and increase the momentum of development between China and the Lower Mekong countries.It is of great practical significance to both China and the LMC sub-region.For a long time,due to the good relations and strategic needs between China and the Lower Mekong countries,the Lan-Mekong Sub-region has formed a trend of omni-directional,multi-level and wide-ranging space cooperation and these existing cooperation have become the realistic basis for the implementation of the LMC Cooperation Program.At the same time,the implementation of the plan is still faced challenges such as the recognition and acceptance of the Lower Mekong countries,the competition of foreign powers,the degree of political stability of various countries and the lack of funds.In the future,the implementation of the plan should adhere to the concepts of“extensive consultation,joint contribution and shared benefits”“amity,sincerity,mutual benefit and inclusiveness”,“sincerity,real results,amity and good faith”and“four-in-one”cooperation;creating a special and targeted LMC cooperation platform;balancing the competition and cooperation between bilateral and multilateral,various mechanisms in the region,and major powers inside and outside the region;striving for diversification of funds for space cooperation;and focusing on developing new areas of space cooperation projects.Based on this,with the help of“space science and technology”,we will promote the new development of the LMC cooperation mechanism and inject new impetus into the construction of a community with a shared future.
