在我国,中国共产党领导是社会主义法治最根本的保证。党内法规不仅是管党治党的重要依据,而且同国家法律共同构成党依法执政的制度依托,形成衔接和协调的辩证统一关系。党内法规同国家法律的衔接是通过党的领导实现的,共同体现党的主张,反映党和人民的意志,促进和保障党依法执政。党内法规要符合宪法法律规定并比其要求更严格才能确保二者协调一致,形成管党治国的合力。

In China,the leadership of CPC is the most fundamental guarantee of the socialist rule of law.The Party regulations are not only the important basis of the governance of the Party,but also,together with national laws,constitute the system support for the Party's rule of law,both of which forms a dialectical unity of connection and coordination.The connection is achieved through the leadership of the Party,which jointly reflects the views of CPC,the will of CPC and Chinese people,and promotes and ensures the rule of law of CPC.The Party regulations must comply with the Constitution and laws,and be even stricter in order to ensure their coordination.A synergy to govern the Party and the country can thus formed.
