作为国家创新体系中的重要创新主体,科研事业单位在推动我国经济战略性转型和解决行业科技发展关键问题等方面作用显著。当前我国科研事业单位基本建立了稳定与竞争相协调的科研事业单位经费投入机制。但同时也存在一些问题,包括科研机构布局有待进一步优化,科技绩效评价体系有待进一步完善,科研经费放管服仍一定程度存在“最后一公里”问题,科研资金监管措施需要进一步细化等。为此,调研组从进一步深化科研事业单位改革,完善科研事业单位和科研项目绩效管理,强化各方主体责任,打通科研经费管理政策落地“最后一公里”,强化科研项目经费监督检查等方面提出意见建议。

As an important innovation body in the national innovation system,scientific research institutions play an important role in promoting the strategic transformation of our economy and solving the key problems in the development of science and technology in the industry.At present,scientific research institutions have basically established an investment system of scientific research institutions in harmony with competition.But at the same time,there are also some problems.For example,the layout of research institutions needs to be further optimized,the science and technology performance evaluation system needs to be further improved,the"last mile"problem still exists in the regulation of research funds to a certain extent,and the supervision measures of research funds need to be further refined.To this end,the research group puts forward opinions and suggestions such as further deepening the reform of scientific research institutions,improving the performance management of scientific research institutions and research projects,strengthening the main responsibilities of all parties,opening up the"last mile"of the implementation of scientific research fund management policies,and strengthening the supervision and inspection of scientific research project funds.
