多民族互嵌式社区治理的内生动力激发研究——以贵阳市观山湖区为研究范本

Research on Endogenous Motivation of Multi-ethnic Interlocking Community Governance——Taking Guanshan Lake District of Guiyang City as the Research Model

习近平总书记在中央民族工作会议上强调“要加强民族交流,促进民族团结的高度,推动建立各民族互相‘嵌入式’的社会结构和社会环境”。这是深层建构民族团结工作新模式,探索新时代多民族互嵌式社区治理的根本指针。贵阳市观山湖区作为省会城区中多民族互嵌式社区的典型样本,以“发展中治理”“治理中发展”的视角,真正实现各民族的“生活嵌入”“情感嵌入”“事业嵌入”、为多民族互嵌式社区治理提供了新的治理样本。治理主体根据治理辖区的基本特点,因势利导、有序建构,孕育出多民族互嵌式社区良性发展的内生动力。在整个治理过程中,“党建引领”贯穿始终,既“有形”又“无形”,为多民族互嵌式社区治理中内生动力激发提供了“新解”。

General Secretary Xi Jinping stressed in the Central Ethnic Work Conference that"we should strengthen ethnic exchanges,promote the levelof ethnic unity,and promote the establishment of a social structure and social environment in which all ethnic groups are'embedded'with each other".This is a fundamental guideline for deeply constructing a new model of ethnic unity and exploring multi-ethnic community governance in the new era.Guanshanhu District of Guiyang City,as a typical sample of multi-ethnic interlocking community in the provincial capital city,provides a new sample of governance from the perspectives of"governance in development"and"development in governance"to truly realize the"life embedding","emotion embedding","career embedding"and multi-ethnic interlocking.According to the basic characteristics of the administrative area,the governing body guides the situation and constructs in an orderly way,giving birth to the internal driving force for the healthy development of multi-ethnic communities.In the whole governance process,the"guidance of Party building"runs through,which is both"visible"and"invisible",and thus it provides a"new solution"to the endogenous motivation in multi-ethnic and interlocking community governance.
