基于倡导联盟框架的我国科普政策变迁研究

Research on the change of science popularization policy in China based on the framework of advocacy Alliance

建国以来,我国科普政策变迁经历了初步发展、恢复发展、法制化发展和高质量发展四个时期。基于倡导联盟框架对1949年以来我国的科普政策变迁进行研究。结果发现,在科普政策漫长的变迁过程中,基于不同的信念体系形成了政府主导联盟和民间力量联盟两大联盟,其中政府主导联盟占据优势地位。两个联盟不断发生政策取向的学习以缓和彼此关于科普事业建设和科普产业发展的对立与分歧,并调整各自的信念体系,再加之外部因素的影响,推动我国科普政策向有利于科普产业发展方向发生变迁。

Since the founding of the People’s Republic of China,China’s science popularization policy has experienced four periods:initial development,recovery development,legal development and high-quality development.Based on the framework of advocacy alliances,this paper studies the changes in China’s science popularization policy since 1949.The results show that in the long process of changing the science popularization policy,two major alliances of governmentled alliance and civil force alliance have been formed based on different belief systems,of which the government-led alliance occupies a dominant position.The two alliances continue to learn about policy orientation to ease the opposition and differences between each other on the construction of science popularization and the development of science popularization industry,and adjust their respective belief systems,coupled with the influence of external factors,to promote changes in China’s science popularization policy in the direction conducive to the development of science popularization industry.
