我国促进共同富裕的政策有很多,但绝大多数属于瞄准某类群体致富的间接性共同富裕政策,不属于“实现全体人民共同富裕”的基本政策。新中国成立以来,“保基本”政策的推进与实施,以基本福利的形式有效地保障了人民群众生存和发展的基本权利,体现出完整意义上的“共同”属性,是实现共同富裕大业的基石。未来,应“坚持尽力而为、量力而行”,在已有成就的基础上,通过“保基本”的高级阶段模式——基本公共服务均等化扎实推进我国共同富裕战略的实现,具体在于:确立基本公共服务均等化政策在共同富裕事业中的基础性地位、夯实基本公共服务均等化的物质基础、强化地方政府履行基本公共服务职责的意识、拓宽基本公共服务均等化的保障范围、探索构建“精神基本公共服务”体系以及加强以“保基本”升级促进共同富裕工作的绩效评估与问责等。

Although there are many policies to promote common prosperity in China,the vast majority of them are indirect common prosperity policies aimed at getting rich of a certain group,not the basic policy of"achieving common prosperity for everyone".Since the founding of the People's Republic of China,the promotion and implementation of thee"ensuring basic services"policy has effectively guaranteed the basic rights of the masses to subsistence and development in the form of basic welfare,reflecting the"common"attribute in a complete sense,and is the cornerstone of the great cause of achieving common prosperity.In the future,we should"adhere to aiming the best and doing the best"and based on existing achievements,accelerate the realization of common prosperity strategy through the advanced stage mode of"ensuring basic services",namely.the equalization of basic public services.Specifically,this can start by establishing the foundational status of the equalization policy of basic public services in the cause of common prosperity,consolidating the material foundation for the equalization of basic public services,strengthening the awareness of local governments to perform the responsibilities of basic public services,broadening the scope of guarantee for the equalization of basic public services,exploring the construction of the"spiritual basic public services"system,and enhancing the performance evaluation and accountability of the work of promoting common prosperity with the upgrading of"ensuring basic services".
