新发展阶段我国青少年体育培训市场的治理转向——基于“双减”政策指向的分析框架

Governance Redirection of China’s Youth Sports Training Market in the New Development Stage:An Analytical Framework based on the“Double Reduction”Policy

基于“双减”政策的内容实质和精神内涵,以“为谁治”“治什么”“谁来治”“如何治”为主线,对新时代青少年体育培训市场治理转向的逻辑理路与现实困境进行梳理与分析。研究认为,新发展阶段青少年体育培训市场治理应突出以青少年为核心的价值理念、聚焦“以体育人”的目标任务、强化“政社企家”联动的主体模式以及立足法治、自治、德治“三治”融合的工具选择。但从现实状况来看,还面临着理念践行不畅导致“贯通性”困境、价值认知不足导致“达成性”困境、多方主体结构松散导致“联动性”困境和“三治”合而不融导致“兼容性”困境等问题。基于此,提出治理转向策略:强化思想引领,贯彻人民为本理念;重视价值引领,聚焦体育育人回归;依托组织引领,凝聚多方主体合力;坚持法治引领,建构“三治”新格局。

Based on content essence and spiritual connotation of the“double reduction”policy,this paper sorts out and analyzes the era implication and realistic dilemma of the transformation of youth sports training market governance by taking“for whom,what,who and how”as the logic thread.According to the research,the market governance of youth sports training should highlight the value centered on teenagers,realize the goal and task of“educating people with physical education”,strengthen the main mode of the linkage between government,society and enterprises,and choose the tools based on the integration of government by law,autonomy and virtue.However,in reality,There are still such problems as poor practice of the concept leading to the dilemma of“continuity”,insufficient value recognition leading to the dilemma of“achievement”,loose multi-party structure leading to the dilemma of“linkage”and the dilemma of“compatibility”caused by the combination of“three governance”with legislation as the first priority.Therefore,the study puts forward the strategy of governance transformation:strengthening ideological guidance and implementing the people-oriented concept;paying attention to value guidance and focusing on the return of sports education;relying on the leading of the organization and uniting the joint efforts of various subjects;adhering to the rule of law and building a new pattern of"three governance".
