摘要
团体标准因其修订周期短,在应对技术性贸易壁垒时具有天然优势。但由于团体标准的制定、认证认可、检验检测等环节并未真正打通,导致存在制定与应用脱节、各社团的标准化工作水平差距较大、团体标准质量参差不齐等问题。基于此展开团体标准制定、检验、检测和认证一体化工作机制的研究,解决团体标准在资质认定、实验室认证和检验检测等方面碰到的难点痛点问题,提升团体标准质量,做到“又快又好”,推动优质团体标准顺利获得检验检测机构资质认定(CMA)和中国合格评定国家认可委员会(CNAS)认可,并被相关企业在招投标、合同履约等市场活动中应用;推动团体标准在进出口贸易中作为认证认可、检验检测的依据,被国际同行采信和认可,充分发挥团体标准在应对技术性贸易壁垒中的积极作用。
Because of the short cycle of formulation and revision,group standards have natural advantages in dealing with technical barriers to trade.However,due to the fact that the formulation,certification and accreditation,inspection and testing of group standards have not really been opened up,there are difficulties such as the disconnection between formulation and application,the large gap in the standardization work level of various organizations,and the uneven quality of group standards.Based on this,this paper discusses the research on the integrated working mechanism of group standard formulation,inspection,testing and certification,to solve the difficulties encountered by group standards in qualification accreditation,laboratory certification,inspection and testing,etc.,and to improve the quality of group standard formulation,to achieve "faster and better work effect",promote high-quality group standards to be recognized by CMA and CNAS,and be used by industry enterprises in bidding,contract performance and other market activities;promote group standards in import and export trades as certification,recognition,inspection,the basis of testing,and being accepted and recognized by international counterparts,giving full play to the positive role of group standards in responding to technical barriers to trade.
