"Embedded"Mechanism and Governance Path of Multi-Ethnic Communities on the Frontier

边疆民族地区少数民族人口进城,不仅从原有熟悉的生活场域进入陌生的生活场域,而且使城市社区呈现民族成分增多、少数民族人口快速增长等特点,各民族语言、文化传统、价值观念、风俗习惯和宗教信仰等方面也存在较大差异,多民族“互嵌式”社区治理构建成为重要议题。论文通过追溯1987年以来中央出台一系列城市民族工作会议政策管窥社区民族工作的演进逻辑,强调多民族社区“互嵌式”治理的重要性,分析多民族“互嵌式”社区治理的理论逻辑和实践依据,探讨多民族“互嵌式”社区治理的路径。

When the ethnic minorities in border minority areas enters the city,they not only move from the original familiar life field to the unfamiliar life field,but also make the urban communities show the characteristics of increasing ethnic composition and rapid growth of ethnic minority population.There are also great differences among ethnic groups in language,cultural traditions,values,customs and religious beliefs,and the construction of multi-ethnic"interembedding"community governance has become an important issue.This paper traces back to 1987 when the central government issued a series of urban ethnic work conference policies to explore the evolutionary logic of community ethnic work,emphasizes the importance of multi-ethnic community"interembedding"governance,analyzes the theoretical logic and practical basis of multi-ethnic"interembedding"community governance,and discusses the path of multi-ethnic"interembedding"community governance.
