深沪两地居民健康政策比较分析

Comparative analysis of health policies of residents in Shenzhen and Shanghai

为贯彻落实党中央关于“健康中国建设”的重要指示精神,响应“健康城市建设”的号召,本文针对深沪两地居民健康政策的数量、内容和所设指标体系进行比较分析。分析发现:两地发布的管理办法类政策数量相近,但战略规划类政策数量不一;两地健康政策均分为7类,但侧重领域有区别;两地政策所涉举措大部分相同,但仍有各自特色;两地所设健康城市指标体系一级指标相同,但二级指标有明显区别。基于以上分析结果,对深圳市居民健康政策提出两点建议:一是深圳市应多重视居民心理健康,完善心理健康服务机制;二是参考健康上海建设部分评价指标,完善深圳健康城市评价指标体系。

To implement the important instruction of the Party Central Committee on "building a healthy China" and respond to the call of "building a healthy city",this paper compares and analyzes the number,contents and indicator system of the policiers in the field of residents' health policies in Shenzhen and Shanghai.The analysis found that the number of management measures and policies issued by the two places was similar,but the number of strategic planning policies was different;The health policies of the two places were divided into seven categories,but the focus areas were different;Most of the measures involved in the two policies were the same,but still had their own characteristics;The first-level indicators of the healthy city indicator system in two places were the same,but the second-level indicators were significantly different.Based on the above analysis,two suggestions were put forward for Shenzhen residents' health policy:first,Shenzhen should pay more attention to residents' mental health,improve the mental health service mechanism;The second was to improve the evaluation index system of Shenzhen's healthy city by referring to some evaluation indicators of the construction of healthy in Shanghai.
