人工智能是一把双刃剑,它的飞速发展给人类的生存与发展带来巨大机遇,但同时也带来一些严峻挑战。由于智能机器取代人力,全球产业有回流发达国家之势,发展中国家的人口红利将不复存在,全球发展鸿沟将可能扩大;尖端科技带来更彻底的垄断,甚至成为霸权主义和强权政治的帮凶;人工智能技术如果失控将变为“出瓶的魔鬼”。面对人工智能带来的挑战,国际社会应努力在制度上做到“道在魔先”,以防范人工智能技术失控,避免人工智能成为数据巨头压榨落后地区民众的工具,进而推动全人类共享人工智能所带来的红利。

AI is a double-edged sword.Its rapid development may bring both great opportunities and severe challenges to human survival and development.As machines replace people,global industries tend to return to developed countries.The demographic dividend in developing countries will disappear and the global development gap will widen.Cutting edge technologies may create more complete monopolies and even become accomplices to hegemony and power politics.AI technology out of control will become the“genie out of the bottle”.In the face of possible challenges brought by artificial intelligence,the international community should strive to“put the law before the devil”in institutions.All these measures are to prevent AI technology from getting out of control,avoid AI becoming a tool for data giants to exploit people in backward regions,and then promote all mankind to share the dividends brought by AI.
