面向“双一流”建设的我国高校图书馆知识产权信息服务研究与探索

Research and Exploration of Intellectual Property Information Service in the“Double First-Class”Construction of University Libraries in China

随着高校图书馆服务的提升,越来越多的图书馆开展了对学科建设的科研评价服务。科研评价服务是借助情报分析工具,为用户提供基于科研文献、事实型数据、专利等基础数据的学科分析和科研绩效评价的服务。知识产权信息服务作为科研评价服务的一部分,也已成为制订科研计划、开展科研管理的一项重要的支撑工具。本研究通过对国内39所985高校图书馆的知识产权信息服务进行调研和分析,全面展示了这39所高校图书馆的知识产权信息服务的现状和不足,总结了相关的服务经验,提出了适应现状的一些对策,拟对学校“双一流”建设中的关键评价指标、评价方法、学科服务等方面提供指导和建议,为实现高校“双一流”教育发展战略的目标,发挥切实的实践和指导作用。

With the improvement of university library services,more and more libraries have carried out scientific research evaluation services for discipline construction.Scientific research evaluation service is to provide users with discipline analysis and scientific research performance evaluation services based on scientific research literature,factual data,patents and other basic data with the help of information analysis tools.As a part of scientific research evaluation service,intellectual property information service has also become an important supporting tool for formulating scientific research plans and carrying out scientific research management.Through the investigation and analysis of the intellectual property information services of 39“985”university libraries in China,this study comprehensively shows the current situation and deficiencies of the intellectual property information services of these 39 university libraries,summarizes the relevant service experience,and puts forward some countermeasures to deal with the current situation,which is intended to provide guidance and suggestions on the key evaluation indicators,evaluation methods,discipline services and other aspects in the construction of“double first-class”schools,in order to achieve the goal of“double first-class”education development strategy in colleges and universities,and play a practical and guiding role.
