基于扎根理论的安全应急产业发展影响因素研究

Research on Influencing Factors of Development of Safety Emergency Industry Based on Grounded Theory

发展安全应急产业对于防范化解重大安全风险、提升防灾减灾救灾能力、推动经济高质量发展、培育新的经济增长点具有重要意义。在梳理安全应急产业相关文献和国家层面政策文本的基础上,采用程序化扎根理论研究方法进行文献和政策编码,对安全应急产业的影响因素进行了识别和分析,结果表明:安全应急产业的发展受到政府、发展环境、要素条件、市场和产业内部等多个因素的直接和间接影响,各个影响因素之间存在着一定的相互作用。因此,应从制度建设、政策支持、市场需求等方面,推动安全应急产业高质量发展。

The development of safety emergency industry is of great significance for preventing and resolving major security risks,improving disaster prevention and mitigation capacity,promoting high-quality economic development and fostering new economic growth points.In this paper,literatures and policies at the national level of safety emergency industry were selected,and the literature and policy coding was carried out by using the procedural Grounded Theory and normative research method.The influencing factors of safety emergency industry were identified and analyzed.The results show that the development of safety emergency industry is directly and indirectly affected by many factors,such as the government,development environment,factor conditions,market and industry interior.There is a certain interaction among various influencing factors.Therefore,the high-quality development of the safety emergency industry should be promoted from aspects such as institutional construction,policy support,and market demand.
