突发公共卫生事件场域下社区预警机制建设——以岳阳市B社区为例

Construction of Community Early Warning Mechanism for Public Health Emergencies——A Case Study of Community B in Yueyang City

突发公共卫生事件对人民财产和生命安全造成巨大威胁。进一步强化社区预警机制建设,提高社区对突发公共卫生事件的应对能力尤为关键。通过对岳阳市B社区预警机制实施情况进行案例研究发现,其预警机制建设存在风险知识不足、监测预警能力不高、预警通信渠道不畅通、响应能力弱等问题。因此,应通过加强预警文化建设、争取政府资金与人才技术支持、提升主体协调治理能力、构建预警信息发布平台、完善应急预案体系等举措,优化突发卫生事件预警机制,降低突发公共卫生事件的灾害风险和损失。

Public health emergencies pose a huge threat to people′s property and life safety.It is particularly important to further strengthen the construction of community early warning mechanisms and improve the community′s ability to respond to public health emergencies.Through a case study on the implementation of the early warning mechanism in community B in Yueyang City,it is found that there are problems such as insufficient risk knowledge,low monitoring and early warning capabilities,unsmooth early warning communication channels,and weak response capabilities in the construction of its early warning mechanism.Therefore,it is necessary to optimize the early warning mechanism and reduce disaster risks and losses of public health emergencies by strengthening the construction of early warning measurements,striving for government funds,talents and technical supports,improving the coordination and governance capacity,building the early warning information release platform,and improving the emergency plan system.
