软警力是一种蕴含于警察行为模式和警察信念中的警察综合实力的体现,主要包括警察素质、警政管理水平和警民关系质量等因素,其体现形式强调通过引导、吸引而非威慑、强制以促使公众自愿遵守社会法律规范、服从警察指令、维护社会治安秩序。在风险社会中,软警力提升面临如社交媒体传播影响、后疫情时代社会治理和公众期待变化等诸多挑战。以社会学视角解释软警力的来源及其社会影响,提出警察信任对抵御社会风险具有重要影响,是提升软警力的关键因素。具体来说,公安机关应以社会主义核心价值观为抓手,凝聚社会共识,以警察规范化执法为核心,打造公安新媒介品牌,以硬警力提升为重点,保障警察综合实力评价。

Soft police power is an expression of comprehensive police strength embedded in police behavior patterns and beliefs,mainly including police quality,police management level and quality of police-public relations,etc.Its manifestation emphasizes on inducing the public to voluntarily comply with social laws and regulations,obey police orders and maintain social order through guidance,attraction rather than deterrence and coercion.In a risk society,soft police force is facing many challenges such as the influence of social media communication,social governance in the post-epidemic era,and changes in public expectations.Explaining the sources of soft police power and its social impact from a sociological perspective,it is proposed that police trust has an important impact on effectively resisting social risks and is a key factor in enhancing soft police power.Specifically,public security organs should take social core values as a grip to gather social consensus;take standardized police law enforcement as the core to build a new media brand for public security;and focus on hard police strength enhancement to guarantee comprehensive police strength evaluation.
