基层协同治理进程中社区警务效能提升研究

Research on Improving the Efficiency of Community Policing in the Process of Grass-roots Cooperative Governance

社会关系结构和社区治理模式的双重变革,致使社区矛盾从形式和内容上发生了根本转变,呈现出新的特点和类型,同时也为基层治理带来了新的挑战和机遇。公安机关作为维护社会安全、治安稳定的前沿阵地和主力军,面对社会基层治理的新形势、新任务和新要求,要立足基层协同治理的“枫桥经验”智慧,深化警务机制改革,通过强化基础数据采集应用、健全智慧社区警务模式、创新社区服务管理特色、优化矛盾纠纷调处机制等路径,推动社区警务高质量发展,提升基层治理能力和服务水平。

The dual transformation of the structure of social relations and the mode of community governance has resulted in a fundamental change in the form and content of the community contradictions,which have taken on new characteristics and types,at the same time,it brings new challenges and opportunities for grass-roots governance.The Public Security Bureau,as the frontline and main force for maintaining social security and public order and stability,faces the new situation,new tasks and new requirements of grass-roots governance,based on the wisdom of“Fengqiao Experience”of cooperative governance at the grass-roots level,the reform of police mechanism should be deepened,to promote the high-quality development of community policing by strengthening the collection and application of basic data,perfecting the model of intelligent community policing,innovating the characteristics of community service management,optimizing the mechanism of resolving conflicts and disputes,and improving the ability of grass-roots governance and service levels.
