推进卫生健康领域供给侧结构性改革——基于党的二十大精神学习体会

Promoting Supply-side Structural Reform in the Health Field--Learning from the Spirit of the 20th National Congress of the Communist Party of China

党的二十大报告明确提出,推进健康中国建设,把保障人民健康放在优先发展的战略位置。本文基于党的二十大精神学习,阐述推进卫生健康领域供给侧结构性改革的原因,提出了改革的路径——五个“转向”,以及可以采用的政策工具——“建设发展靠政府、运行补偿靠服务”的补偿机制,“总额更合理、分类方法更科学、协同保障更有力”的医保支付工具,“迈小步、不停步”的医疗服务价格分类动态调整机制,“优化增量、调整存量、提高质量”的规划工具,“科学化、规范化、精细化、数字化”的运营管理工具。

The report of the 20th National Congress of the Communist Party of China clearly proposes to promote the construction of a healthy China and give priority to the development of ensuring the health of the people.Based on the study of the spirit of the 20th National Congress of the Communist Party of China,this paper expounds the reasons for promoting the supply-side structural reform in the health field,and proposes five turns reform paths and policy tools available,including the compensation mechanism that relies on government for development and relies on service for operation,the medical insurance payment tool with reasonable total amount,scientific classification,and strong guarantee,the dynamic adjustment mechanism of medical service price classification based on taking small steps without stopping,the planning tools for optimizing increment,adjusting inventory,and improving quality,and scientific,standardized,refined,and digital operation management tools.
