摘要
产业的转移不仅是资本、人员等生产资料在空间上的位移,而且是伴随技术管理、技能水平等要素对外部市场渗透,且连同承接地原有的资源与劳动力等要素在空间上的重组和整合过程。为此,本文基于中国210个地级市的产业转移与创新要素流动(研发人员流动和研发资本流动)对区域创新绩效的影响进行研究,发现产业转移抑制创新绩效,而研发人员和研发资本流动促进创新绩效的提升。在此基础上,进一步通过异质性检验分析产业转移的迁入和迁出,以及在不同城市规模下两者对创新绩效的影响,并基于上述结论提出相应的政策建议。
Industrial transfer is not only the displacement of capital,personnel and other means of production in space,but the process of spatial reorganization and integration with the infiltration of technical management,skill level and other factors into the external market,as well as the original resources and labor force in the undertaking area.Based on this,this paper analyzes the innovation performance of 210 prefecture-level cities in China from the perspective of industrial transfer and innovation factor flow(R&D personnel flow and R&D capital flow),and finds that industrial transfer inhibits innovation performance,while R&D personnel and R&D capital flow promote innovation performance.On this basis,further heterogeneity test is carried out to analyze the direction of industrial transfer and the impact of different city sizes on innovation performance.Based on the conclusion,corresponding policy suggestions are put forward.
