中部六省科技转化政策特征比较研究——基于2010—2020年的政策文本分析

A Comparative Study on the Characteristics of Science and Technology Transformation Policy of Six Provinces in Central China--Based on the Policy Text Analysis from 2010 to 2020

运用社会网络分析方法对中部六省近十年科技成果转化政策文本进行系统分析,比较中部六个省份在促进科技成果转化、政策文本发布数量、政策发布主体、政策发布内容以及政策文本重点方面的不同。结合目前我国的科技发展环境以及各个省份经济的发展速度,提出相关的建议:不同发文主体要相互配合为科技成果转化提供配套支持;各省应结合自身优势,关注重点领域的科技成果转化率;各省应加强技术标准建设;各省应加强对科技成果的保护。

Based on social network analysis,this paper systematically analyzes the policy texts of six provinces in central China on the transformation of scientific and technological achievements in recent ten years,and compares the differences of policy texts in terms of number,subject,content and emphasis in promoting the transformation of scientific and technological achievements of six provinces in central China.According to the current development environment of science and technology in China and the economic development speed of each province,relevant suggestions are put forward as follows.Different issuers should cooperate with each other to provide relevant support for the transformation of scientific and technological achievements;Each province should pay attention to the transformation rate of scientific and technological achievements in key areas based on its own advantages;Each province should strengthen the construction of technical standards;Each province should strengthen the protection of scientific and technological achievements.
