数据要素资产化的理论逻辑与实践进路——基于对数据资产内涵与价值规律的认识

数据要素作为一种新型的生产要素开始融入国民经济价值创造体系,数据资产化则是数据要素价值实现的重要途径。但是,数据要素资产化属于全新的领域,诸多基础性问题尚待明确和解决。从理论层面来看,对数据资产和数据资产化内涵的理解、对数据资产化前提的把握、对数据资产化演进规律与价值实现方式的认知是重要的基础性工作。从实践层面来看,当前数据资产化发展面临数据要素分类分级标准缺失、数据确权标准与交易制度规则缺位、数据运营商匮乏和数据交易生态圈尚未形成的基础性障碍。需要尽快建立数据要素分类分级标准体系,探索多维度的分类确权机制,并推动一批价值明确的交易产品和应用场景试点应用,进而逐步培育富集多元的数据运营商与数据交易生态体系。

As a new production factor,data elements began to integrate into the value creation system of the national economy.Data capitalization is an important way to realize the value of data elements,but data element capitalization is a new field,and many basic problems need to be clarified and solved.From the theoretical level,the understanding of the connotation of data assets and data capitalization,the grasp of the premise of data capitalization,and the cognition of the evolution law and value realization mode of data capitalization are important basic work.From the practical perspective,the current development of data capitalization faces fundamental obstacles such as the lack of data element classification and classification standards,the absence of data right confirmation standards and trading system rules,the lack of data operators and the data transaction ecosystem have not yet formed.It is necessary to establish the classification and grading standard system of data elements as soon as possible,explore the multi-dimensional classification and right confirmation mechanism,and promote the pilot application of trading products and application scenarios with clear value,so as to gradually cultivate diversified data operators and data trading ecosystem.
