责任共担视角下农村宅基地退出及其跨区域经济补偿测算

Calculation of Rural Residential Land Exit and Cross-Regional Economic Compensation from the Perspective of Shared Responsibility

基于农村跨区域流动人口宅基地退出的责任分配量和宅基地退出农户机会成本损失值,构建农村宅基地退出跨区域责任共担分配模型,测算中国31个省份责任共担视角下农村宅基地退出的跨区域经济补偿标准。结果表明:责任共担视角下宅基地跨区域协同退出过程中,19个省份可获得经济补偿,12个省份需要支付补偿金额;获得经济补偿的地区主要集中在中西部地区,其中安徽省应获补偿金额最高,为391.46×108元,东部经济发达地区为经济补偿的主要支付者,其中广东省需要支付的补偿金最多,为7 453.78×108元。据此,建议健全和完善农村宅基地退出的跨区域合作机制,以农村宅基地退出为契机,推进跨区域的协作与联动,以实现“全国一盘棋”协同推进农村宅基地退出。

Based on the amount of responsibility distribution of rural cross-regional migrating population’s homestead exit and the loss value of farmers’opportunity cost of homestead exit,the crossregional economic compensation standard of rural homestead exit under the responsibility sharing perspective of 31 provinces in China is calculated by applying the constructed cross-regional responsibility sharing allocation model of rural homestead exit.The results show that in the process of cross-regional collaborative exit of homestead under the responsibility sharing perspective,19 provinces can receive economic compensation while 12 provinces have to pay.The compensation regions are mainly concentrated in the central and western regions,of which Anhui province should receive the highest amount of compensation of 391.46×108 yuan,and the eastern economically developed areas are the main payers of economic compensation,of which Guangdong province has to pay the largest amount of compensation of 7453.78×108 yuan.Therefore,it is suggested to improve and perfect the cross-regional cooperation mechanism for the withdrawal of rural homesteads,and take the withdrawal of rural homesteads as an opportunity to promote cross-regional cooperation and linkage so as to realize the coordinated promotion of the withdrawal of rural homesteads.
