Public Opinion Guidance of the National Government on Tea Industry Policy from the Perspective of Special Issue on Tea Industry(1937-1949)

在华茶衰败日趋严峻的窘境下,国民政府决意实施以茶业统制为核心的茶业政策,引发社会舆论的普遍质疑和反对,肩负茶业政策宣传和舆论引导双重责任的官办“茶业专刊”应运而生。从“茶业专刊”的创刊宗旨及价值取向可知,茶业专刊是国民政府导引负面社会舆论的重要手段。

Under the increasingly severe decline of Chinese tea,the national government was determined to implement the tea industry policy with the control of tea industry as the core,which aroused widespread doubt and opposition from the public opinion.The government-run Special Issue on Tea Industry emerged accordingly,shouldering the dual responsibility of policy propaganda and public opinion guidance.From its founding purpose and value orientation,Special Issue on Tea Industry is an important means for the national government to reverse the negative public opinion.
