公共文化服务合作型供给模式的实践困境与优化路径研究

Research on the Practical Dilemma and Optimization Path of the Cooperative Supply Mode of Public Cultural Services

[目的/意义]旨在进一步促进公共文化服务供给的有效开展,持续提升公共文化治理能力和治理水平。[方法/过程]运用质性分析和逻辑推演的方法,结合南疆地区农村公共文化服务供给调研情况,发现公共文化服务合作型供给模式的实际运行仍面临公共伦理流失、效率失衡低下、责任监管无序、绩效评估困难等困境难题。[结果/结论]通过培育公共精神、完善运行机制、落实责任追究、强化绩效评估等探索公共文化服务提供的优化路径,从而满足公众文化服务多样需求,加快政府职能转变,优化法治营商环境。

[Purpose/significance]It aims to further promote the effective development of public cultural service supply and con⁃tinuously improve the ability and level of public cultural governance.[Method/process]With the methods of qualitative analysis and logical deduction􀆯considering the supply investigation of rural public cultural services in southern Xinjiang􀆯it is found that the actual op⁃eration of the cooperative supply model of public cultural services still faces difficulties such as the loss of public ethics􀆯low efficiency imbalance􀆯disordered responsibility supervision and difficult performance evaluation.[Result/conclusion]By cultivating public spir⁃it􀆯improving operation mechanism􀆯implementing accountability􀆯and strengthening performance evaluation􀆯the paper explores the optimal path of public cultural service supply􀆯so as to meet the diverse needs of public cultural services􀆯accelerate the transformation of govern⁃ment functions􀆯and optimize the legal business environment.
