站场标准化管理理论在中乌天然气管道合资公司的应用探讨

Discussion on the Application of Station Yard Standardization Management Theory in ATG Corporation

中乌天然气管道合资公司(Asia Trans Gas Limited Liability Company,以下简称“ATG”)位于乌兹别克斯坦境内,负责中亚天然气管道A/B/C三线的建设和运行。为了解决乌国管线建设和运行中采用的技术标准不同、各站运行管理水平不一致、中方管控体系无法在合资公司落地等问题。中方股东利用站场标准化管理作为突破口,以点带面,使用国内外标准化建设经验来构建“中亚特色”的标准化管理体系。介绍了站场管理标准化在合资公司层面的建设过程和实施后的效果,提高了合资公司运行管理水平,并增强了中方股东运营话语权,也对海外项目实施站场管理标准化具有借鉴参考意义。站场管理标准化在ATG实施以来,大幅提升了合资公司现场人员的管理能力和管理水平,提高了风险管控水平,规范了站场各种管理和操作标准,实现了中方股东管理体系在合资公司基层站场的落地融合和优化提高。

Asia Trans Gas Limited Liability Company(ATG)is located in internal territory of Uzbekistan,being responsible for the construction and operation of Central Asia three natural gas pipelines A/B/C.In order to solve the problems in pipeline construction and operation,like different technical standards in use,different operation management levels in all stations,and Chinese manage⁃ment system unable to use in the joint-venture of Uzbekistan,Chinese shareholders took standardization management of station yards as a breakthrough,used the experience of a selected spot(unit)to promote the work in the entire area,constructed one stan⁃dardization management system with the characteristics of Central Asia by means of domestic and foreign experiences of standardiza⁃tion construction.This paper has expounded the construction process and implementation effect of station yard standardization on the layer of joint-venture companies,improved the operation and management level of joint ventures and increased the discourse power of Chinese shareholders,which provide reference significance for the implementation of station management standardization in oversea projects.Since the implementation of station yard management standardization in ATG,management capacity and level of on-site workers in joint venture companies have been widely improved,risk management level has been raised a lot,various man⁃agement and operation standards have been regulated in station yards,and finally Chinese shareholder management system has been executed and syncretized,optimized and promoted in the gross-roots stations of joint-venture companies.
