摘要
农村生活垃圾分类治理是乡村治理的重要组成部分,也是实现美丽乡村生态宜居的重要前提。解决农村垃圾分类治理问题对改善农村环境促进乡村振兴具有积极意义。以北京市顺义区典型倒挂村F村为例,通过调研村庄生活垃圾的治理过程,发现特大城市农村生活垃圾治理存在外来人口流动大、村民参与度不高、村委会的奖罚机制不健全及治理主体单一等问题。基于此,提出进一步提高外来人口归属感和村民参与度、增加宣传和教育方式、建立村干部带头和多主体协同共治机制等的建议,并从进一步减少成本、整合农村垃圾循环利用系统、创新多方联动机制、完善立法,根据不同地区村庄的差异性因地制宜开展农村垃圾治理等方面对未来中国农村生活垃圾分类治理前景进行了展望。
The sorting and treating of rural household waste is an important part of rural governance,and it is also an important premise to realize the ecological livability of beautiful villages.Solving the problem of rural garbage sorting and treating is of positive significance to improve the rural environment and promote rural revitalization.Taking village F,a typical inverted hanging village in Shunyi district of Beijing,as an example,through the investigation of the treatment process of village household waste,it was found that there are many problems in the treatment of rural household waste in mega cities,such as large floating population,low participation of villagers,imperfect reward and punishment mechanism of village committees,and single treatment subject.Based on this,some suggestions were put forward from further improving the sense of belonging of the migrant population and the participation of villagers,increasing publicity and education methods,and establishing a mechanism of village cadres taking the lead and multi-body collaborative governance.Finally,the future prospects of China's sorting and treating of rural household waste were forecasted from further reducing costs,integrating the rural waste recycling system,innovating the multi-party linkage mechanism,improving legislation,and carrying out rural household waste treating according to the differences of villages in different regions and local conditions.
