沈阳粮食生产现状及“十四五”发展对策

Status Quo of Grain Production in Shenyang and the Development Countermeasures for the 14th Five-Year Plan

《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》提出要“强化国家经济安全保障”,将粮食安全作为国家安全的重要组成部分,进一步突显出粮食安全的重要性。通过回顾新中国成立以来沈阳粮食生产历程,以“十三五”时期和“十四五”开局之年的粮食生产数据为基础,从粮食综合生产能力、种植结构、高标准农田建设、科技支撑力量、农业机械化水平、产业化水平、粮食生产比较效益、粮食生产增产难度等方面进行归纳分析,挖掘沈阳农业发展需要关注的现实问题,并从加强农业基础设施建设、进一步落实惠农政策、健全人才培养、推进粮食生产规模化等方面提出优化路径,助力形成沈阳粮食安全新格局。

The 14th Five-Year Plan of the People's Republic of China for National Economic and Social Development and the Outline of the Vision Goal 2035 called for strengthening national economic security and took food security as an important part of national security,further highlighting the importance of food security.The course of grain production in Shenyang since the founding of the people's Republic of China was reviewed,and based on the grain production data during the 13th Five-Year Plan period and the first year of the 14th Five-Year Plan period,the comprehensive grain production capacity,planting structure,high standard farmland construction,scientific and technological support,agricultural mechanization level,industrialization level,comparative benefits of grain production,and the difficulty of increasing grain production were summarized and analyzed,the practical problems that should be paid attention to in Shenyang's agricultural development were explored,and the optimization paths were put forward from the aspects of strengthening the construction of agricultural infrastructure,further implementing the policy of benefiting farmers,improving the training of talents,and promoting the scale of grain production,so as to help to form a new pattern of food security.
