印度的数据治理路径(译文)

India’s Approach to Data Governance

数据作为新型生产要素,既是全球数字经济增长的新引擎,也是各国抢占战略竞争制高点的重要抓手。近年来,印度等国家纷纷建立完善数据治理制度和政策,积极参与国际规则制定,已产生了一定的国际影响。在此背景下,从案例视角切入,介绍了印度数据治理的制度和政策,分析了印度数据治理的法律框架、技术框架及治理路径,并指出印度基于自身制度和政治文化形成了独特的数据治理模式。

As a new productive factor,data is not only a new engine for the growth of the global digital economy,but also an important starting point for countries to seize the commanding heights of strategic competition.In recent years,India and other countries have established and improved data governance systems and policies,and actively participated in the formulation of international rules,which has had a certain international impact.In this context,this paper introduces the data governance system and policies in India from a case perspective,analyzes the legal framework,technical framework and approach of data governance in India,and points out that India has formed a unique data governance model based on its own institutions and political cultures.
