国家机关事务政策生产宏观图景的政策文献计量研究

Policy Documents Quantitative Research on the Government Offices Administration Policy-making in China

围绕机关事务政策文本中的权威部门(政策制定者)这一核心要素,结合政策文本的数量、发布时间、政策主题、政策特别说明、政策体例等变量,归纳总结1982年到2016年国家机关事务政策制定的基本特点发现,机关事务法律法规在制定结构上,具有多权威控制和政策依赖的特征;在制定方式上,体现了强调“试点”和“稳定”的政治文化;在政策发展上,形成了独立的机关事务法律法规制度体系。新时代推进机关事务法治建设需要从坚持法治引领,加快推进机关运行保障管理立法,聚焦工作效能,继续完善机关事务管理各项制度,加强理论研究,不断夯实机关事务法治化建设的智识体系等方面持续发力。

With the authority(policymakers)of government offices administration policy texts as the core element,the quantity of texts and pubdate,the theme,special statements of the policy,the style and layout as the variables,some basic characteristics of national government offices administration policy-making from 1982 to 2016 in China are generalized and summarized.The findings are as follows:as for the structure of government offices administration policy-making,there exists the feature of multi-authority control and policy dependence;as for the style of policy-making,the political culture of policy pilot and stability is emphasized;as for the development of policy,a relatively independent legal system of government offices administration is formed.In order to advance the legal construction of government offices administration in the new era,we should stick to the rule of law,advancing the government offices administration guarantee legislation;focus on work performances,continuing to perfect government offices administration systems;enhance theoretical research,constantly consolidating the intellectual system of legal construction on government offices administration system.
