基于PMC指数模型的地方科技金融政策评价研究

Evaluation of Local Sci-tech Finance Policy Based on PMC Index Model

科技金融是实现技术研发和成果转化的核心要素。在促进科技金融发展过程中,地方政府出台了诸多政策。基于地方科技金融政策文本高频词,构建了包含9个一级指标、33个二级指标和49个三级指标的科技金融政策评价指标体系,并采用PMC指数模型对遴选出的16项典型政策进行量化评价。研究结果表明,地方科技金融政策总体水平可接受,但仍存在政策目标模糊不清、人才支持力度不足、部门间纵向协调不畅、区域和产业规划缺乏等问题。针对上述问题,提出了明确政策目标,区分政策目标与政策目的;完善人才支持政策,充分发挥人才效能;加强部门协调,完善区域和产业布局等优化建议。

Science and technology finance is the core element of technology research and de⁃velopment and achievement transformation.As the hub of science and technology resource allo⁃cation,science and technology finance can not only provide strong financial support for science and technology innovation activities,but also provide indispensable financial instruments and relevant institutional arrangements for resolving innovation risks.In the process of promoting the development of science and technology finance,in order to give full play to the leverage role of science and technology finance in regional science and technology innovation and help the re⁃gion achieve high-quality development and industrial structure transformation and upgradation,local governments have introduced a number of science and technology finance policies,and the quality of these policies will affect the role of science and technology support to a certain extent.Therefore,based on the text of local sci-tech finance policy and existing theoretical literature,an evaluation index system of sci-tech finance policy was constructed,including 9 first-level indi⁃cators,33 second-level indicators and 49 third-level indicators,and the PMC index model was used to conduct quantitative evaluation of 16 typical sci-tech finance policies.The results show that although the overall design of local science and technology finance policies is at an accept⁃able level,there are still the following problems:first,some provinces'expressions of policy ob⁃jectives are too vague,lack of quantifiable specific objectives,and even exist the issue of replac⁃ing policy objectives with policy purposes,which greatly reduces the binding force of policies;Second,most provinces have significantly insufficient efforts in introducing,cultivating,and mo⁃tivating technological and financial talents,unable to effectively mobilizethe enthusiasm of the talent work;Third,some provinces pay too much attention to the horizontal coordination between departments,butignore the vertical communication between the upper and lower levels of depart⁃ments.Fourth,some regions have focused policy attention on science and technology enterprises and projects,with insufficient emphasis on regional coordination and industrial development.To this end,this paper puts forward the following suggestions:First,based on the actual develop⁃ment of science and technology finance in the region,formulate quantitative and implementable science and technology finance policy objectives to avoid confusing policy objectives with policy purposes.The second is the talent,the more out,the more it is.All regions should actively imple⁃ment the spirit of the Central Working Conference on Human Resources,improve and deepen the incentive mechanism for scientific and technological talents,perfect the support for talents,and give full play to the effectiveness of talents.Third,strengthen horizontal coordination and vertical communication between departments to prevent policy duplication and policy conflicts.At the same time,all regions should base on the actual regional and industrial development,opti⁃mize the regional planning and the layout of related industries.
