推进昆明市公共地理信息资源共享思路探讨

Discussion on Promoting Sharing of Public Geographic Information Resources in Kunming City

推动城市公共地理信息资源共享,是提高城市治理能力现代化的重要基础条件,是促进城市信息化建设的有效途径,也是有效避免市财政资金重复分散投入的重要手段。为推动昆明市城乡规划管理、土地利用、生态环境保护、市域社会治理、乡村振兴等“多规合一”和空间“一张图”管理要求,文章结合“数字昆明”建设需要,对全市公共地理信息资源共享方面存在的问题及原因进行了分析,然后经过需求调研分析,对推进昆明市公共地理信息资源的共享提出了一些建议,目的是为政府决策提供参考。

Promoting the sharing of urban public geographic information resources is an important basic condition to improve the modernization of urban governance capacity,an effective way to promote the construction of urban informatization,and an important means to effectively avoid the duplication and dispersion of financial funds in a city.In order to promote the requirements of“multi regulation integration”and“one map”management of space in Kunming City,such as urban and rural planning management,land use,ecological environment protection,municipal social governance,rural revitalization,etc.,the article combined with the construction needs of“digital Kunming”,analyzed the problems and causes of the city s public geographic information resource sharing.After investigations and researches,some suggestions are put forward to promote the sharing of public geographic information resources in Kunming City,in order to provide reference for government decision-making.
