共同富裕背景下推进宁波低收入农户精准帮扶的对策研究

Research on Countermeasures to Promote Precise Support for Low-income Farmers in Ningbo under the Background of Common Prosperity

共同富裕是我国全面建成小康社会的又一伟大目标。“三农”是共同富裕的短板,低收入农户是农村中的低收入群体,应是实现共同富裕所必须重点关注的对象。选择经济社会发展水平较高的宁波作为研究对象,分析了宁波低收入农户的收支现状、增收困境,并在对有关单位进行访谈的基础上,提出了推进低收入农户精准帮扶的对策建议,包括不断强化制度保障、持续增加4项收入、深化创新4项举措、复制推广4种产业帮扶模式等方面,具有一定的针对性和前瞻性,对于以宁波为代表的沿海发达城市推进低收入农户精准帮扶、率先实现共同富裕等具备重要参考价值。

Common prosperity is another great goal of building a moderately prosperous society in all respects.Agriculture,rural areas and farmers are the short board of common prosperity,and low-income farmers are the low-income groups in rural areas,which should be the focus of the realization of common prosperity.This paper chooses Ningbo,which has a high level of economic and social development,as the research object,analyzes the current situation of income and expenditure and the difficulty of increasing income of low-income farmers in Ningbo,and proposes countermeasures and suggestions to promote precise assistance to low-income farmers based on interviews with relevant units.These countermeasures and suggestions include strengthening institutional guarantee,continuing to increase the four income,deepening the innovation of four move,copying and promoting four industry support modes,etc.,have certain pertinence and forward-looking,which have important reference value for Ningbo as the representative of the coastal developed city to promote low-income farmers accurate support,take the lead to achieve the common prosperity,etc.
