中国粮食产业“三链协同”的内涵阐释、现实困境与推进路径

The connotation predicament and path of"three-chain synergy"in China's grain industry

推进粮食产业“三链协同”,是中国打造优质粮食工程升级版的关键路径,是推动粮食产业高质量发展的基础保障。文章从协同目标、协同内容和协同范围3个维度,辨析了粮食产业“三链协同”的内涵变化。基于粮食产业链、供应链、价值链的分层关系,总结了粮食产业“三链协同”的三重现实困境,即协同阶段困境、协同实施困境和协同主体困境。对此,提出夯实粮食产业链基础,为迈向更高层次的价值链和供应链护航;提升粮食价值链空间,促进产业链和供应链向高质量发展;补齐粮食供应链短板,以供应链带动产业链和价值链升级。

Promoting the"three-chain coordination"of the grain industry is the key path to building an upgraded version of the high-quality grain project in China,and is also the guarantee to promote high-quality development of the grain industry.From the three dimensions of goal,content,and scope,this paper distinguished and analyzed the connotation change of"three-chain coordination"of the grain industry.Based on the hierarchical relationship among the grain industry chain,supply chain,and value chain,this paper summarized the triple realistic dilemma of"three-chain coordination",including stage dilemma,implementation dilemma,and subject dilemma.In this regard,it was proposed to consolidate the foundation of the grain industry chain to escort the higher level value chain and supply chain;improve the space of the grain value chain and promote the development of industrial chain and supply chain to high quality;make up the shortage of grain supply chain,and use the supply chain to drive the upgrading of industrial chain and value chain.
