重视建筑节能改造,推进我国北方农村地区清洁取暖可持续发展

Pay Attention to Building Energy-saving Renovation with the Aim to Promoting the Sustainable Development of Clean Heating in Rural Areas

冬季清洁取暖是能源生产和消费革命、农村生活方式革命的重要内容,是关系广大人民群众生活的重大民生工程、民心工程。我国北方农村地区清洁取暖总体成效显著,但随着电力和天然气需求的快速增长,叠加能源价格上涨、居民增收困难等因素,当前部分北方农村地区面临保供压力大、补贴难以持续、散煤复燃等问题。建议我国北方农村地区以稳住存量、巩固成果为重点,聚焦既有建筑薄弱环节开展节能改造、优化技术选择和财税、金融支持力度,以推进北方农村地区清洁取暖可持续发展。

Clean heating in winter is an important part of the energy production,consumption revolution and the rural lifestyle revolution.It is also a major livelihood project related to the broad masses of people.Significant progress has been made in clean heating in China.However,on one hand,there is the rapid growth of the demand for electricity and natural gas in heating field,on the other hand,there is the rising price of the energy product and the difficulty in increasing income of the rural residents,some rural areas are confronted with great pressure on energy supply,unsustainable subsidies,and the resurgence of coal.It is suggested that the clean heating in rural areas should highlight the energy-saving renovation of the weak parts for the existing buildings,optimize the technical selection and financial and taxation support methods,so as to promote the sustainable development of the clean heating in rural areas.
