教师交流轮岗研究十年:从流动性配置到结构性优化

Ten Years of Research on Teacher Exchange Rotation:from Liquidity Allocation to Structural Optimization

进入新时代,教师交流轮岗在政策、实践及研究层面都迎来了新发展。结合文献可视化分析技术,梳理2012—2022年相关研究,发现交流轮岗实现了从流动性配置到结构性优化的演变,主要表现为从线性流动到多维交流的阶段性特征、教师从“被流动”到“要发展”呈现主体觉醒主动作为的行为特征以及实现了从局部配置到结构性重塑区域教育生态的转向。为进一步优化“县管校聘”管理体制下教师交流轮岗的理论研究结构和政策实践,应以提升交流轮岗多主体的“获得感”为研究逻辑、厘清“岗位流动”与提供“优质教育公共服务”两种发展层面的关系、以完善评估体系研究促进由外而内“重塑”能力的生成为核心内容、为促进教育治理体系现代化提供有效的制度设计。

In the new era,teacher exchange rotation has ushered in new development in policy,practice and research.By the visual analysis technology,according to the relevant research from 2012 to 2022,it was found that the exchange rotation developed from liquidity allocation to structural optimization,which is mainly manifested by the stage characteristics from linear flow to multi-dimensional communication,the behavioral characteristics of teachers’awakening from“being moved”to“demanding to develop”,and the transformation of exchange rotation from local allocation to structural reconstruction of regional education ecology.In order to further optimize the theoretical research structure and policy practice of teacher exchange rotation under the management system of“county management and school employment”,it is necessary to take the promotion of the“sense of gain”of multiple subjects of exchange and job rotation as the research logic,clarify the relationship between“job mobility”and the provision of“high-quality education public services”at the two levels of development,and take the improvement of the evaluation system research to promote the generation of the ability of“reshaping”from outside to inside as the core content,so as to provide an effective system design for promoting the modernization of the education governance system.
